oh one think i forgot to mention is about the air bag itself being loose on the sterring wheel? Could that be another factor and hwo to i tighten it back up?

Loose should not result in a fault.
There are two Torx screws that attach the bag assy to the wheel. IIRC they are T25's
To tighten -
Turn the steering wheel 90 degrees left from straight ahead position.
Reach behind the wheel with the T25 driver, find the recess where the screw lives and snug it down.
Turn the wheel back to center, then 90 degrees right from the straight ahead position.
Find and tighten the second screw.

I would agree with the flashing air bag light being an indication of low voltage. The same thing happened to me for a couple of days and I had no idea what was wrong, then last week my car went dead and had to get a jump start. It turns out that the voltage regulator on my alternator had gone bad. It makes sense now, but still kind of strange because I would have been looking for the battery light to be flashing if there was a low voltage problem.
