In all states in the US. Their color falls outside of what the FMVSS 108 calls 'white'. They are more of a blue/purple. If you get a cop that knows what hes talking about, you can also be cited for having HID in the reflector based lamps. They weren't what the car was certified with when it was new, they cant be in it now.
Anyway, a 4100K kit is a stock HID bulb. They are all over ebay. You could buy them seperate and then drop them into the kit you posted but it would be an unnneeded waste of money. Picking up a kit from a place like
suvlights.com that comes with Philips bulbs and ballasts would make more sense.
If you look for Josch, he put HID on a `95. He doesnt post here too often, but
here is a link so you can see what it took to get them to work with the stock housings.
