I have a major problem with water on the floor board after it rains usually a good hard rain. I was thinking of the cabin filter would that be a possibility.

Where exactly on the floorboard is it wet?
The cabin air filter would mean it was wet behind and under your glove box.

Sounds like your HVAC drain is clogged.
You will have to remove the fan to get your hand inside the box and clean it out.

The HVAC box holds your heater core, your AC Evaporator, and your fan.
It has a drain in it so when water runs down into it from rain, it has a place to drain.
If the box collects an unusual amount of dirt, leaves, etc, it will clog.
When it clogs, water has no place to drain, so when it fills,
it will spill over onto the floor inside the car.

There are lots of places that rainwater can enter and end up on the passenger side front floor. One of the most common is a windshield that is not fully sealed along the edge. Also the door gaskets can cause this.
It may help to look for traces of the intrusion, tracks or trails of where the water came from. Get your head under the dash and look aroud with a strong flashlight. If necessary, have someone on the outside run a hose over the general area while you are inside with a flashlight looking at some of the suspect areas.
In extreme cases, remove the seat and carpet, dry everything out, then sprinkle talcum powder around the floor, set up a sprinkler to shower the car in the general area in question for about 15 minutes, then check the powder for an indication of the water trail.

THANKS EVERYONE I WILL DEFINITELY GET THIS FIXED SOON I KNOW THAT IT HAS TO BE THE HVAC DRAIN NOW BECAUSE IT ONLY HAPPENS WHEN THERE ARE EXTREME AMOUNTS OF RAIN SO IT HAS ONLY HAPPENED 3 OR 4 TIMES IN THE 4 YEARS I HAVE OWNED THE TOUR AND NOTHING OTHER THAN THE FLOORBOARD GETS WET AND WATER HAS NEVER EVER COME IN WHILE WASHING IT AND THAT IS AT LEAST TWICE A WEEK
