You can get basicly the exact same light (minus rice feature) from pepboys for around $50. Glass lens, blue tinted, good quality housing, same mounting brackets etc...Made by I think Blazer international or something. My neighbor has had them on his Bonneville for a couple years now and he loves them. I was going to buy them but decided to work on my POS headlights first(I need to see the road in general before I worry about bad weather). I say only buy the pilots if you already have stock wiring. Because the Pilots wiring is CRAP!! and they tend to leak.

I live in DeKalb not to far from Mikeyboy. The lights are fairly easy to install. They come with a complete wiring harness and switch. I was going to wire them into the factory wiring but found it was much easier to use the wiring that came with them and by doing it that way they can be turned on separate from the headlights and they can be can be on with the brights. As for mounting them on the car I made custom brackets out of a couple pieces of aluminum that I bought at Lowes.
