I am interested in getting more horse power for the 2000 svt. I want to know what mods are the best for horse power. I know that this question has been asked before but I don't have much time to read through all 5,000 posts about this question.
I know that the s/c and turbo upgrades will be the big winners here so lets keep this under $500.00.

Optimized TB and MAF- free Remove resonator- $25-$50 at muffler shop K&N or simillar type air filter- $50ish Y-pipe- $250 and up depending on model Hyperground negative wire set- $100 Chip-$250ish plugs and wires-$100ish IAT mod-free
should net you about 15 actual hp despite the claims.

I already got plugs and wires too.
Is there a "how to" for the optimized tb and maf? What exactly is the IAT mod?

don't waste your time with the iat mod...not really worth it...and you don't want to run rich all the time...

technically, running rich is good. i run a 5K during winter, and a 10 - 15 during summer, believe me, in summer, its great.

Technically you are completely wrong!!! 
Running rich is bad on many accounts. Performance, Mileage, longevity of O2s & cats, etc...

Also. The IAT mod does NOTHING in temps below 76 degrees.
The IAT mod basically only works at lowering the intake temp signal above 76 degrees. Also in the summer it can lower it enough that it will cause detonation and that pulls much more timing that this mod gains.
So you are talking about a mod that gives a small boost in timing (3-6 degrees) in the 76-100 degree temp range.
Not a bad idea in theory.
However if you consistantly do incur the wrath of the knock sensor the PCM will learn not to hit it. (I.E. tune out this mod!) Also lowering this signal makes the point at which the PCM finally does pull timing well into the detonation range. Not good!
Actually in the typical driving operation range the ECT affects timing more than the IAT (hot air) does. ECT temps over 200d = -20% timing ECT at 210d = -30% timing ECT at 220d = -40% timing
The primary fans don't kick on until 216d The secondary fans come on at 224d Yeah Ford - 
For ref - The IAT has to read over ~150d before it pulls 40% timing. (and it sure better for the engine's sake )

Our cars usually run rich under high load anyway.
