Inner liners. Eventually it just rubs through the liner and then it doesn't rub anymore. It isn't bad enough to worry. I just have a small hole in the liner in the rear, on the inside back part of the liner. It is worse on the 98's since they revised the liners when going from 205/55's to 215/50's in 98.5.
