My brakes work excellent at normal speeds but If I need to stop from say 75mph+ it feels like there is nlmost no braking at all. I'm running Performance Friction CM pads.

Are your rotors glazed? That's a common cause of loss of high speed braking ability.

I have PF Z-rated pads and notice they take noticably more pedal pressure to brake from high speeds, but they don't fade like most pads do.

If you are light to moderate on the pedal they don't bite very well. Hard on the pedal and they heat up and bite quite well.

I haven't been extremely impressed with them myself (I was expecting more from past performance pad experiences), but they are light years better then the stock pads were.
They do create a lot of dust too...

I've supplied about a dozen CEGer's with Bendix Titanium Pads on Autospecialty OEM style Rotors, and everyone has been happy with them. No fade, no dust, great pedal feel, and good inital bite.

The other day I was standing on the pedal with both feet, trying to stop from about 80 after taking an off-ramp WAY to fast. I have rear drums too.

I have Powerstop C/D rotors and Autospecialty heavy duty pads and I have pretty good high speed braking. Anything stock for the Tour (in terms of brakes) sucks. My stockers would glaze anything above 80.
