Own a 99se & am having problems with both seatbelt retractors on the drivers side? Is this unusual?

Is it just not going back in quickly? Mine for some reason goes in much better when I open the door. This works for both sides.

The back driver's side does not retract at all (have to push it in), and the driver's belt is slow enough that we have to watch it does not get caught in the door. The passenger side belts have no problems.

I got mine stuck in the same spot (rear driver's side). I'm getting ready to figure out how to take the panel off so I can get it to retract again. Maybe I'll find something else that explains why it is slow to retract at times.
