Is this TSB posted anywhere on the internet? I'd like to see the offical document and I don't want to buy the whole 1998 year Ford TSB from Helm.

IAC Valve - Hooting/Moaning Noise

NOISE - "HOOTING"/"MOANING" WITH A/C ON AND
ENGINE RPMS BETWEEN 2200-3200 - SVT VEHICLES
ONLY EQUIPPED WITH MTX-75 TRANSAXLE BUILT
THROUGH 10/31/97

FORD:
1998 CONTOUR

ISSUE:
Some SVT Contours may exhibit a "hooting" or "moaning" noise when the A/C is on and the engine is operating between 2200-3200 rpms. This may be due to resonance in the air by-pass valve and Idle Air Control (IAC) tube assembly.

ACTION:
Replace the air by-pass valve, hose assembly and gasket. The new valve and hose should reduce the possibility of a resonance noise in the air by-pass system. Refer to the following Service Procedure for details.

SERVICE PROCEDURE

1. Remove and discard the air by-pass valve and retain the bolts.

2. Loosen the hose clamp. Remove and discard the hose and tube assembly.

3. Install the new hose and tighten the hose clamp.

4. Install the new Air By-pass Valve (XS2Z-9F715-BA) and Air By-pass Inlet Hose (F8RZ-9H308-AA). Be sure to install a new Gasket (E83Z.9F670-A) between the new air by-pass valve and intake manifold.

The key words being "should reduce". I guess they were a little off on this one.
