If you feel ambitious you can do this yourself, it's really not all that hard. At one time there was a how to floating around here detailing how to gut the pre cats, which is what you want done. I think you have to remove the manifold to access them, but not sure. You can gut the precats, but not the main cat or you'll have a never ending light show on your instrument cluster. Oh, and i don't know why places won't do this, it's not like we have state inspections anymore and the precats don't really do much anyway...
