Wow, I have never heard of this, I was about to say maybe your aligment was out of specs, causing your inner shoulder to wear faster than the rest of the tire. A bend on the strut itself, though very unlikely, may be the cause of this. Also, a worn out control arm bushing (I've seen sometimes worn down to where they are gone) could cause the tire to stick out at the bottom and cave in at the top, thus causing it to rub against the strut. My guess is that you are getting the rough ride from the tires having what is called feathering on the edges, due to bad suspension or/and bad aligment.
Never mind, I just reread your post, you said INSIDE SIDEWALL. Scratch out anything I said about uneven wear on the shoulder then.
Have your car checked by a mechanic who specializes in aligment and/or framework.
