I'm about to change the rear pads on my 99SVT so I thought I'd ask this so I'll know what to look for while I change them.
For quite a long time(1yr or so) my emergency brake has been pretty usless. Meaning it has just about ZERO stopping or holding power. On any slight decline with the brake pulled up as high as it will go(the handle at about a 50degree angle)the car will still roll back. The only thing holding the car is the transmission What could possibly be the problem? Should I be able to just adjust something? I don't really even know how it works. Is the e-brake related to the rear discs or is there a separate unit that brakes? An explanation of that would be helpful as well. I've seen posts about binding and recalls. I don't believe it has anything to do with the recall which I don't think affected 99SVT's? I havn't been able to find anything on "useless" e-brakes so any help would be greatly appreciated. Thanks

The recalls don't apply to you! The E-brake should auto adjust after pulling it a few times. Next time try pulling up and releasing it a few times. If thats doesn't work you have a problem with both rear adjusters on the calipers!

I've tried releasing it a few times. No dice. Is there a way to manually adjust the adjusters? I refuse to take it to the dealer if it's something I can handle myself. With clear instructions I feel I can handle anything my car throws at me.

Take it to a midas or something similar and have a free brake inspection done on it. Mention it to them and more than likely they'll figure it out for you!

You can have a little of my adjustment. Lately my drums are stiffer then they have ever been. Though for some reason, I have also been setting the e-brake EVERY time I stop. If I am on the brakes hard, but not to the point of a panic stop the rears will start to lock. Its weird.

SVT's don't have drums! Drums usually do have and adjustment for the e-brake!

I know SVTs don't have drums. I was just offering him some of my adjustment because of how stiff my are.

I have rear drums ('98)and rear discs ('97), adjustment of handbrake cables solely by use of handbrake lever on Contiques. Pulling lever to 7 clicks a few times usually does the trick.

Well, here's an update. I tried "adjusting" the e-brake a couple times. I made it to about 5 or 6 clicks and on my third try something snapped So at least now I know it's broken for sure. The e-brake light in the dash is on all the time now. I don't think the brake is actually engaged though because the car will still roll on a slight incline without any resistance. So that is a good thing right now. I'll open it up and take a look at it from the inside of the car when I get a chance. My guess is that the line was binding and no matter how hard I pulled on that brake it was not going to engage. Finally it just snapped off the handle. This should be interesting. Good thing I don't plan on parking on any hills.
