You don't want to do that or you'll end up with a mushroom shaped combustion chamber. That means a lot of the downward engergy will be wasted pushing down on the top edge of the overlapping block instead of pushing down the piston.

What if you have a welder fill in some metal on the head where it needs to mate up to the block? I suppose it would be expensive unless you could weld it yourself.

that would also create one very ugly combustion chamber shape (read VERY inefficient), and also take away cc from the heads combustion chamber- essentially negating the effect- or in other words increasing the compression again. except that now you would have the larger 3L valves.
