I found this out accidentaly, and this may or may not be right, but if you take the vaccum hose off, you can manually move the secondaries open and they stay open. This way they are always open, for those of you with pre-98's who would like to try this mod. I also noticed that with them open it had problems with wanting to stall when the engine was cold, and it was below -10c outside.
