Another intersection with the double reds. Mexican traffic signals cycle differently. When the green light flashes, that means slow down. When the yellow comes on, that means STOP. The red light means wait. Americans sometimes get confused by this because the yellow light is really short and they often get in trouble for running a red light.
I went to Canada last month, and some areas has lights similar to these (the horizontal style). I had never seen them before - was really cool to look at. Canada is freaky in that respect too, since exactly as one light turns red the other lights turn green (not 4-way-red for all traffic for one sec. like the US has)
