This may be premature but I figured I'd get some information now so I didn't have to later. Story goes:

I won an auction on Ebay, the seller didn't have a lot of feedback but it was all positive feedback and I emailed him a couple of questions prior to bidding so I felt safe. The day after I won, I got an email from another auction winner for the same thing if I had heard from him because this guy had won and sent money previously and hadn't heard anything about the item being shipped. I exchanged emails with the seller about my item 2 or 3 times, wanting to also include shipping insurance and to let him know that if I did not receive the item in a timely manner that I would contact authorities about mail fraud. I have not had any problems with receiving replies to any of the emails that I have sent to this guy, I was informed by him when he received my money and when he said he shipped out the item.

However, the email from the other auction winner got my somewhat concerned so I have been going back and checking the seller's feedback and have noticed that since the time I was informed that my money was recieved, 4 people have left negative feedback that the guy cashed the money order and didn't send the items. Seeing that has gotten me a little bit more concerned. I'm not expecting that my item will be here until Monday(tomorrow) or Tuesday since its coming from Detroit to Indy and it was shipped Friday, but if its not here by this coming Friday I'm going to start the process of nailing this guy legally.

Now the question(FINALLY): Who do I contact to get this guy if it comes down to it? Indiana State Police? Michigan State Police? Higher than them, lower than them? Again, I haven't had any problems with this guy yet, but I just want to get a head start just in case. Thanks guys.

If I'm not mistaken, internet fraud is an interstate crime, therefore federal...
I may be wrong...
I just hope you didn't buy a "timing advance kit" or "Exhaust mod"...

isn't the proper procedure to first report the incident to ebay authorities.
I would assume that if you discussed it with them, they could point you in the right direction as to what you should do next.
