Most of these relays are controlled by a single resistor, replacing it with a potentiometer will fix it. Unfortunately for us ours is controlled by a capacitor. I took it out and had to use two caps. One was 2.2f and the other was 1f (IIRC). I only had one and now it belongs to a lucky person in CO who's loving it.

Here's the info from my HowTo

HTH

John

Fast Flash Turn Signal How-To

Tools:
Soldering iron
Solder
Small flat head screwdriver
Phillips #2 screwdriver
Hot glue gun and glue
Wire cutters

Parts:
2.2uf 50v capacitor
1uf 50v capacitor
Both available at any Radio Shack or electronics store

Use the #2 Phillips driver and begin by removing the three screws on the bottom cover of the steering column. Carefully remove the cover sliding it over the ignition switch to the right.
On the left side you will see a black relay towards the bottom. See fig. #1
Remove this relay by lifting up on the plastic clip above the relay. Once out remove the cover by using a small flat head screw driver to separated the base from the cover. Insert the driver into one of the sides on the bottom of the relay where the contacts reside. It will take some time/care as not to break the cover off. Even if it breaks/cracks, don't worry. A little tape or glue will fix it.
Once separated you need to desolder the orange capacitor, or whatever colored one they have. Heat the leads on the bottom of the board and pull out the cap.
Now, you will need to solder both of the caps that you purchased in Parallel. Clip off the unwanted/extra leads and insert the ends into the cap's lead holes. Solder the leads and adjust the fitment of the caps. The end result should look like fig. #2. If you want you can use hot glue to secure the capacitors so they don't move.
Reinstall the cover onto the base of the relay and reinstall the relay and verify correct operation by turning on the emergency flasher. If all is well, reinstall the steering wheel cover.

I have tried different speeds and this one seems to be the best for me. You can try different size caps if you like. If you can find a 3.2uf cap, kudos but I doubt you'll find it. At a higher speed the clicking of the relay may get annoying. You can use some insulation to cover the relay once it's installed. This will cut the noise so it's not so annoying.

If you have any questions or would like me to modify your relay feel free to contact me.
