Does anyone know a website where I can get used wheels from? Any suggestions on where to find used wheels locally? I want to go bigger and better, but $600+ will be hard to save up.

Well a lot of people will give you tires too, which you will probably want anyway...so I'd set a higher price tag and then go shopping.

I paid $350 for 16" cougar wheels with B/F Goodrich Comp t/a vr4 tires, that was with shipping too and the wheels were/are in great shape.
