This weekend I worked up some courage and cut my fender lips back with a pair of tin snips (metal shears). I didn't have to trim the entire way around, just where the rear bumper seam joins the fender. It took a while but it was reasonably clean and unnoticeable from the outside. I tested it out on our horrible PA roads and the rub has been banished from my car. Tools needed: tin snips and a metal file. Nothing to it really.

My offset is 38mm, which was the reason for my problem. The very outside edge of the tire would rub. If I could do it over again, I'd buy wheels with more offset. But then again hindsight is 20/20, right?

Good call, Toadster. I just happen to have some touch-up paint lying around that would be perfect to cover the newly exposed metal. Now I don't cringe going over the many bumps, potholes, dips, and gaps in our great PA roads. Now I worry about bending a rim...
