My offset is 38mm and I'd like to increase it to 41-42mm to cure the rubbing. The car isn't lowered. 17x7.5 Panther 199 wheels with 215/45/17. I know the dangers of increasing the offset with shims, plates, etc so I'd like to try 40mm first and then 42mm if they're not too expensive. I haven't seen anything like this for our 'tours. Who can help me out?

Offset is the measurement from the centerline of the wheel to the mounting surface. The reason I wanted to point that out is because by adding a spacer or shim you will be decreasing the offset.

Unless of course your mounting point is aligned with the centerline of the wheel to begin with (initially 0 offset)...

So basically I'll need to alter my wheel wells on the car in order to get rid of the rubbing, right? How about a heat gun to get the plastic soft enough to re-mold? That doesn't sound very hard (at least to me). Has anyone tried this before?

You'll need to find a machine shop that can take some of the metal off the backpad (the part of the rim that meets the hub/rotor) to create the correct backspacing/offset.

After my last post, I realized that I was still thinking about offset backwards. Thanks for your patience everyone. I'm going to double-check if it's really rubbing on the inside/outside. If it's outside, I'm going to CAREFULLY bend the fenderlips back.
