Sorry I keep asking you guys questions that I should be referring to SCCA's rule book for, but I don't have a rule book (haha).

Would an otherwise stock SVT with a 22mm aftermarket rear sway bar be bumped to street-prepared class? (Or STS if I was so inclined)?

By the way, I just drove my new SVT for the first time today. I have a feeling I will dominate the NC regional G-stock class in this thing. INCREDIBLE handling for a stock car.

You can change the front sway bar but not the rear. Rationale: front sway bar reduces oversteer which is a safety factor. Rear sway bar decreases understeer which is a performance enhancer. You can do a lot with tire pressures. Keep both front and rear pressures about equal at 45 (for autocross) and I guarantee you will have at least drop throttle oversteer.

Yes you would be either ESP or STS if you so chose, but not Stock.
