Hey guys new here,
I'm 16 now and parents got me a Black '98 Countour GL. I was wondering what the laws were like for like blackouts, exhaust, tints etc... anyone know offhand or maybe give me a link to some information??

This website has a lot of information about the tint law. Basically it says that tint is legal here but everyone including the cops and judges think that it's illegal so they ticket you.

As a tech with his PA State inspection license I'd thought I'd throw in my .02 on the window tint issue. A few years ago there was a possibility of making a certain level of window tint legal, this would have required inspection stations to buy light meters. I don't think this idea went over too well. Simply, the outcome was that window tint is no longer a factor for pass/fail of the state inspection. It is still illegal to have and I'm pretty sure the fine in Philadelphia County is $99.50 a window.

Thanks I wonder why the link didn't work the first time? anyway. The thing about light meters is that THEY DON'T WORK! I know a kid who got pulled over for tint. The cop used a light meter. He had the shop put on 20 or 30 i forget but the cop said that it was 1%. If you read the website too you can see that it's actually NOT illegal and that cops are cheating everyone.

What about blackouts (now im thinking smoked out headlight covers might be legal??? cuz ive seen em @ school) and loudness factor of exhaust??

Everything you ever wanted to know about PA transportation laws Good reading. Exhaust has to be no more than 76 - 78 dBA at less than 35 MPH, 82 - 84 dBA at greater than 35 MPH. Measured at a distance of 50 feet from the vehicle. (Chapter 157.11) "No additional lamp, reflective device, or other motor vehicle equipment shall be installed that impairs the effectiveness of lighting equipment required by this chapter." (Chapter 153.4 (a)(3))
