How many screwa or bolts hold the fog lights in, and can you take them out by just removing the black plastic valance that covers that area, or do you have to take them off from above?

the fog light assembly? or just the bulb?
there's a little flap under the bumpers to access them. I'd bet you can take them off entirely from there...

on the mystique, not 100% possitive on the contour there is one screw on the top of the bracket that holds the assemble in. The service manual for 95 says one screw for the contour and three for the mystique but there was only one screw holding mine in. The light has to come off from behind the bumper. you can get to the screw from under the bumper mount but it is very had to get it back in. easiest way is to unbolt the bumper and pull it forward an inch or so and that gives the extra needed space to fight your way in. other wise take the front bumper off, basically four bolts, some trim on the mystique and you can get to the fog lamp assebies very easily

I removed my fog light housing (to fix it) the hard way. I jacked up my car, and went under there with a screw driver. Getting it off was the easy part. Putting it back on was the hard part, because getting that little spring lined up with the screw was so damn hard! eek

It would have been much easier to take the front bumper off.
