Is it possible to disable this feature? I was wondering because I want to see if the fog light mod will work. I know that I will have to turn them on manually, but that's a price I'm willing to pay.

If I'm not mistaken (and I often am) The fog light mod works with or without DRL. I've done the mod and It worked fine for me.

The effect I want is to have my fogs as my DRL's.

To disconnect the DRL 1)Pop hood 2)Take off fuse box cover 3)Pull out the big white relay (the thing is huge you can miss it) 4)Cover fuse box back and close hood
***There you go it's that easy to disconnect the DRL*******

Actually, pulling the DRL in my car kills the driver's side high-beam. I guess they're wired differently after 98...?

Contrary to what prior posts have stated, pulling DRL alone is not the way to kill the DRL system. US cars without DRLs have a shorting bar installed in relay socket to bypass DRL circuitry.
In any case, poster wants to substitute fogs for reduced voltage headlights to maintain automatic DRL system so some rewiring is necessary.
I have seen posts of this nature and would try a search in the mod section. Sorry, don't have time at the moment to assist by searching or designing detailed circuitry mods. Latter would vary BTW depending on whether you wanted to retain option of having fogs on with headlights or not.
Note that I have said automatic DRL system; to convert to manual would probably be illegal and would definitely be unsafe.
