I figured out where my gas smell is coming from sort of. With the hood up and my nose in the engine bay the smell seemed to eminate from the top of the plenum. fuel rail, manifold? I'm not sure but what ever it is it seems to have a negative effect on the cars pep. Any ideas to help me trouble shoot this or is this gas smell normal so to speak.

Gas smell indicates gas leakage and is by no means normal. You sound to have bad injector sealing rings. To fix you need to pull the fuel rails and replace all the sealing rings. You may want to check fuel hose clamps for any leakage beforehand.

On first generation Contiques, the injectors sit on the lower manifold and not in the manifold as with 98 and newer models. There are flat gaskets that act as seals between the injector and lower manifold. Well, these seals, from heat, get hard and brittle and eventually leak. Replace the seals and your raw gas smell should go away.

Now with what you guys have described. Would there be a power loss?

As long as the leakage does not signifcantly affect the fuel rail pressure, i.e. you don't see fuel ozzing out, it doesn't result in power loss. Seems your power loss might be another issue.
