No. The headlamps are controlled by relays under the hood. The reason the recal was there (my car had it done, and I am still mad at Westland Ford's Service Dept too!) is because Ford used too small of a guage going to the switch. Some of the wires would melt, or worse, CATCH FIRE! So, they go in, cut your wires, and use some butt-connectors to hook the new harness to the old one.
The bad thing, my harness had cooked the headlamp switch. They wouldn't replace it. They told me that it 'didn't require replacement, because it still worked', from time to time.
Anyway, if you do a lot of night driving, I would have it done, just to be on the safe side. Though I still have yet to get the blower switch recall done!
