Just pry off the plugs, the holder will come right off. You might want to reach under the bumper(if possible) to pull out whatever parts were on the inside. I didn't, because I forgot. I had to take my holder off because someone cracked it up in a parking lot.

It's not fun but the correct way to do this is to take the bumper cover off and cut the plastic rivets from the inside. This process however takes too long. I would suggest cutting the long center piece of the rivet off & drill out the center. You can get plugs to fill the holes although to fill them in with a plastic repair bonding agent looks better. This however becomes expensive do to the fact the bonding agent is itself expensive & hard to find, not to mention the bumper cover will need to be painted again. these bonding agents can be found in a paint supply store. Such companies as Lord Fuzzor & 3M are probably the most widely used.

I'm just rollin the dice hoping I don't have to install mine. There's a bill they are trying to push right now that would eliminate the requirement of a front license plate. I figure its worth taking the chance. It's a $80 ticket but I really don't feel like puttin' holes in my bumper.
