Pop hood, pull both headlights (3 screws each), grill (2 screws, 2 clips). Observe and pull black plastic Ford clips. Easiest with a flat screw driver and patience. IIRC, there are about 4 up here on top. 1 phillips screw per side holds the fender liner to the bumper. Easiest to crank your wheels 1 way then the other. Move liner out of the way as much as possible. Up in there directly behind the head/parking light assy is 2 metric bolts (observe seem between bumper/fender, there they are), small ones, 2 per side and I can't recall what size. Crank on these for a while as the are long and fine threaded. Almost need to have a 1/4 ratchet set and a 12 inch extension. A universal is helpfull. This is the only knuckle buster in the job. Could be easier with the wheels/fender liner removed, but I wouldn't go that far. Some 98's have a bracket behind this liner/directly behind fog lamp. Decontent in the 99 SVT's IIRC. Crawl under the car, 1 more plactic Ford clip in the lower/middle part of the bumper. Unplugg fog leads, and bumper should drop off. Its been a while since I switched my SE for SVT front bumper, but without any instructions I had it off in about 20 minutes. Not bragging, its just on there with 4 bolts and a handful of clips. Hope I covered all the bases here, there might be a clip or 2 I missed. Its an easy DIYS job.
