is swapping the svt ecu from a non svt plug and play? what about the key code, would swapping ecu's affect the code on the key to start the car?

You would need to have the dealership program a set of keys for the SVT ECU.

IIRC if your car did not have PATS you would need the receiver & harness as well.

Getting a custom tuned chip would be a lot easier & cheaper.

Why not just reprogram the PCM all together? laugh
