Ok what the ... is this, whats it do? Is it a Ebay ripoff item, or worth the 10 bucks?

It's a bunch of crap...I saw another post on this somewhere. If it was that easy (and cheap) to get that much horsepower, one of these guys would have figured it out a long time ago.

I would save your $10.

Look at what else he's selling - http://cgi6.ebay.com/ebaymotors/aw-cgi/e...rtmodifications

Now look at this one particular item - http://cgi.ebay.com/ebaymotors/ws/eBayISAPI.dll?ViewItem&item=1835638647

He's trying to lure people to leave positive feedback for him so he can scam others. The "timing advance kit" he's selling is probably some junk LED's on the dashboard or something.

What he describes is the IAT sensor mod. People here have tried it. Ask, and they will tell you how to do it, and they won't charge you 10 dollars.

And no, it's not worth 20hp either.

And no, it's not exactly the same thing that the chips do.
