What's a easy, free software for this? Mainly all I need to do is resize photos.

Paint? If you are just resizeing photos then just use paint... There also is a windows plug in that does it for you, I wish I could remember the name of it because I want it back....

Something thats really photoshop esque and free would be "Gimp" its recockuliously powerful for a free photoediting untility.

You could also try Picasa. Does way more than just resize your pics.

Image Resizer?

It's a Microsoft PowerToy. I love it - even allows you to resize in bulk. I've actually been using it lately to just optimize the size of scanned images - "resizing" a 1.3MB image to the same dimensions maintains the general quality but drops it down to only about 33% of the original file size.

link - download on the right

Only thing I wish is that you could set the "custom" file size... But other than that it's definitely my favorite of the PowerToys (can never figure out that damn calculator ).
