Looks like the bottom setup is missing the tension on the belt. IE the belt wouldn't be "driven" by the bottom setup... So.. I'd say its a photoshop...

its a photo shop, look at the bottom pulley on the right, the belt runs into it then it jumps over to the right to go up and over the other pulley on the right

I think it's a chop myself, but for sake of it possibly being true, the belt coming up from the bottom of the engine may very well drive the first (bottom) supercharger, just on a smaller pulley behind the larger one you mentioned.
Purely speculation on my half, I'm just guessing in case it is indeed real. Would be sweet if proven real.

doesn't look photoshopped to me.. there's two belts.
2 bottom are driven by crank, top 3 are drive by another belt.
if it is infact a photoshop, the person who did it did a pretty flawless job.

Now that it is proven to be real, the question is, "WHY?!?!" I can't believe that it would make much more power than just one, with all the parasitic loss that must be experiancing. That, and I am sure you could get the same pressure of boost from a high power single charger.
Someone that knows about SC's correct me if I am wrong, but that just seems like a gimmick.
