I think he's got it right. The only thing I could think of is research grants being diverted to this purpose at engineering and research universities.

there are plenty of people that are ready and present to fix the situation, but giant corporations like the Big three tend to dumb down their people instead of reward intuition and excellence.
Until they understand that they need to change their entire philosophy of doing business and how they treat employees (think Toyota) then they will never be able to actually compete. This change in philosophy will allow people to be treated as valuable comodities instead of lazy union people. people will not want to join the union because the compnay will treat them better than the union ever would.
To add to that; UAW will need to either not be involved in the industry or will have ot take a HUGE step back and actually behave like an organization that actually wants to help its employers and not murder them for selfish present day profit.
