You can buy an HJC helmet cheap, Snell 2000 certified, and they are good helmets. I have a CL series, and will be probably be upgrading to the new carbon fiber one when I get some money.
You don't have to spend $500+ to not be 'skimping' on a helmet.
To answer your question, dont get a modular. They have been proven to open up in an accident, and then your face is protecting the inside of the helmet.

i spent $100 on a snell rated full face hjc helmet before i took my test a year ago. it's nothing fancy, but i was in the same boat you were back then. it worked well enough for me. a little heavy, but i don't know that any other helmet would be any better.
now officially a troll, i guess. used to have a black 96 SE, until it broke down one too many times.
now I'm hunting for a motorycle.

i picked up a DOT HJC CS-12 in black for $90 new. It fits very well and it quite comfortable! wore it all weekend for my Basic Rider Course and license test.
Oh...and I passed! should get my new license in 2 weeks time.
