It's a wire that connects to a female connector on the side of the postive battery cable and that then runs to the starter.

I noticed it fell out after my car would not turn over.

Anyone have a clue?

According to the 1996 Ford CD, it is the "Battery to Starter Relay Cable" (part number 14300). It is the wire that supplies the power to the starter. If the connector doesn't work anymore, you may have to just put it under the positive terminal clamp. Do make sure a portion of it is bare wire inside the clamp.
