Alright guys, I'm looking for a program that can be used to create/fill in forms.

The problem I have isthe forms I need filled in are Human Resource/Legal forms and can't be changed.

(W-4, IL-W-4, I-9 and some other job specific ones.)
This would be great if it were web based so more than one site could use it.

Does anyone know of any programs or utilities to accomplish this?

Do you actually need to transfer the input data into a database or does it just need to look and work like a form?

You can create all sorts of PDFs with form fields which can be filled in with Acrobat.

Sorry, I was just coming back to post about that....

When I worked for Krispy Kreme, We had a web based hiring process where when ww input everything within the first few screens, it automatically filled out the forms. All we had to do was sign 'em.

Thats basically what I'm looking for now.
The I-9 and Fed. W-4 are available in PDF files all over, theres some other forms I have in DOC files, but I'm sure I can transfer those to PDF.....

The PDF files I have now if usable (W-4, I-9, WOTC 8850) I'm able to fill and print them out from my hard drive one at a time. The IL-W-4 I have doesnt give me that option.

I'm guessing this isnt as easy as I'm hoping, but I think this would really help the company I work for (A Wendys Franchisee) keep better track of thier records and make sure all forms are filled out 100%

I haven't implemented dynamic form populating before, but the last time I needed a web-based dynamic PDF solution I used ActivePDF:

http://www.activepdf.com/products/serverproducts/toolkit/

Not sure how applicable or easy it will be for you, but the feature list seems to work for your need:

"Dynamic PDF form-filling - populate PDF forms with database data and generate form fields on the fly."

With that program, it shouldn't be too difficult for you to write a script to accomplish what you're thinking of.
