I have a Compaq that created a "sys_sav" partition on the HD for the backup/restore files. The files take up 2.3GB, but there is an additional free 10.2GB free in that partition. The partition appears as a "second" HD in My Computer.

Can I use this free space for files?

Is there some way to convert the free space to be recognized as part of the main partition?

Yes, this partition can be used to save files, but if you run a full system restore ever, it will wipe that partition when its done and clean it out back to factory settings.

This partition can be merged with you C drive, but only using 3rd party software. (i.e. Partition Magic)

you'll need partition magic to combine the partitions. There's no problem with doind that as long as you don't mind losing your system recovery feature.

I dunno why there's a 10gb partition for 2gb worth of data. If you're computer savvy you can try resizing it with partition magic and see what happens. I doubt it's a swap, cause it's 5x larger than the data on it...but who knows. If you've got like a super huge hard drive, then don't even worry until it starts to get full.
