you got it....cruise control. the other cable going into the throttle body is the throttle (gas) cable and the round circular thing you have the arrow on is the soleniod (also for CC)

if that thing was jacked up could it cause problems with the idle?

if its still attached and pulling the throttle body open then yes... if you are concerned that it is, take it off of the throttle body and see what happens. chances are its not creating a problem.
