Download the Owners' Manual from www.fleet.ford.com. It has the fuse numbers and location.
For the 1996, the fuse is No. 14. It is one of three 15 amp fuses (four if you have fog lights) in the Power Distribution Box next to the battery.

I did my fuel filter this past weekend. Check: Sticky at top of forum
Here is the proper 15amp fuse to pull. Then turn the car over a few times, it will eventually not start. You have turned off the fuel pump by pulling the fuse. All you are trying to do is depressurize the fuel lines.
There will be gas spilled. Even if you get the lines depressurized, there is still some gas in the filter itself... It wasn't too bad for me though. Just be careful with your eyes and not to be laying too close beneath the filter... Gas in the eyes SUCKS! (Happened to me the first time swapped that filter out).
The instructions (link above) are really good. Just follow them. It's a very easy thing to do.

I have never bothered to depressureize the system before changing the fuel filter. I don't know any tech's that do.
Another (easier) way to depressureize the system is to depress the stem on the schreider valve on the fuel rail.

after placing a catch rag over the valve itself, to be safe, that is.... press the valve in through the rag.
