Around 30-32 at idle and up to 40 off idle. Easy way to check is to pull the vacuum line out of the intake and plug the hole with your finger. The pressure should jump up 10psi when you pull the vacuum line.

This only works on return fuel systems with a vacuum FPR.

Since he has a 99, he should have the returnless system.

Hey guys, I have a returnless style fuel pump. Well I hooked up the fuel pressure guage to the schrader valve and turned the key to the on position and came up with 70psi? Is that correct, seems high to me? The car still won't start?
That is more than enough. Inadequate fuel pressure obviously isn't the reason the engine won't start.
Got spark?
Tried cracking the throttle 1/4 way while cranking?
