Just finished replacing both control arms on my 1998 contour se. Was time consuming but not to difficult. I had 2 bolt vertical bushings parts cost $165 total (from local midwest smalltown Ford dealer). I did lower the subframe but, if I ever had to do it again I would loosen the front left subframe bolt and fut off the head, replace with a new hardened bolt of same size from local hardware store. I would then run bolt in from the bottom with the nut at top hidden beneath trans, making sure bolt is short enough not to contact trans. As for the broken subframe bolt, I would agree that if it is broken car is not safe to drive. I live in Wisconsin, land of snow and salt, and bolts were fine. These bolts are easliy inspected by yourself. Rear bolts are locater about 14 inches in from the front of the front door, look for a large bolt head with a 2 inch washer beneath. Fronts are a little more hidden, they sre near the front corners of the car but, hidden about 4 inches up in a small inverted tower assembly.
