For 327, check for loose or chafed or broken wires to the Differential Pressure Feedback EGR (especially at the connectors) or to the PCM.

For the 551 code, check the IMRC solenoid to make sure it is not unplugged. Check the solenoid coil for proper resistance (50-100) ohms. If it's plugged in and the solenoid coil tests good, then you either have a wiring harness or PCM fault. The IMRC solenoid is on the firewall side of the engine next to the EVR solenoid,
The 327 is very likely the EGRP (Dpfe) sensor. There are a few other causes so additional diagnostics should be performed to prevent unnecessary parts replacement. Refer to the PC/ED for exact procedures.

Both my 95s have vacuum operated IMRC. Did they put the electronic box on late in the year? Mine were built March 95.

I know the electronic boxes showed up in the 96-on vehicles. Don't know if any 95s got them.

When mine was broken - right after Ford replaced the wiring harness, it didn't pop a code. There is no sensor or switch to tell the EEC it is, or isn't working. When the vacuum drops the runners pop open. Vacuum holds them shut.

The 551 code is an electrical problem, not vacuum related. The computer tested the solenoid coil and it failed.
Test the solenoid. I already gave you the measurement to be expected.
