With a 211 (PIP eratic), you've likely found the reason for the hard starts.

If you don't have PIP, the ignition system cannot fire.

211 is usually the crank sensor.

Is the crank sensor and the cam shaft pick-up sensor the same item? I know it's got an intake cam pickup sensor, and where it is so if they are separate, where is the crank sensor?

They are different.

Problem solved I believe. The crank sensor looks to have been replaced and had a wire connector(s) that the wires were loose in. After pushing the wires into the connector my car statred this cold morning. I'll be making the connection more permanet tonight. Thanks for yall's help.
I was getting ribbed at work for the water solution thing.
Water must have got into the connector making a better electrical circuit.
