Would you call it a "pulsing" or "strobing" effect? Like it dims and brightens a few times a second?

Not sure if your year is covered, but this could be the beginning of the headlamp switch issue. If you are covered, Ford will install a wiring kit (and the headlamp switch if determined to be faulty too).

Other reasons for dimming lights could also be the Voltage Regulator in the alternator going down or alternator/battery wiring being loose or chafed.

My car has done this pretty much since I got it almost three yeasrs ago, altough I didn't really notice till I got the Indigo gauges and could see the dimming inside the car, it only does it for the first couple of minutes after start-up(appx. 5-10 min.), after that it seems to be fine. It has never gotten any worse so I figure if it ain't broke don't fix it.

It would also help if you checked your alternator. It could be a bad rectifier. I have that same problem, which may get fixed this week (if I have time).
