The car had started idleing rough while in traffic before the CEL came on. I had the codes pulled at Advanced and this is what they were:
P0174 System Too Lean - Bank No. 2
P1131 Lack of Upstream Heated Oxygen Sensor Switch - Sensor Indicates Lean - Bank No. 1.
Because both of them indicate a lean condition I started checking for Vacuum leaks and Cleaned the MAF. I did not find any broken hosed or tubing but I did figure out that my upper intake manifold bolts were LESS that finger tight. So I pulled the whole UIM off to make sure that the gaskets were still good and to make sure the LIM bolts were torque to specs. I did not pull the IAC to clean it but I did confirm that the EGR passages were clear. After resetting the computer I drove the car about 5-10 minutes before the CEL came back on. I have not had them checked again to see if they are the same codes. My questions are
1. Should I still replace the Bank 1 Upper O2 sensor? (That does not explain the 0174 code)
2. Could the codes be residual from before I tightened the UIM bolts, and I need to go through the 5-6 driving cycles before the codes go away.
About a month ago I have a FMS 9mm #4 Plug wire go bad when I tired to start the car. I have replaced the wires and plugs, could these be a result of the bad wire?

Scan the code(s) and post. You might have a vacuum leak somewhere that you missed but scan the code(s) and we will know better.

Code 1131 is your bank 1 sensor. I had to change my sensor back in mid 2005. It will run you around $90. Its not to good to run you car so lean. can cause future more expensive problems.

I got the DTC scanned again and all I have now is the 1131.

If I take the bank 1 O2 and swap it with Bank 2, the code should switch to a 1151, correct?

Yes, if the O2 sensor is the problem. And that would be a good test.
Given the amount of fun replacing the rear-most sensor, replace it with a new one(unless you really like cussing and having bruised, bloody knuckles and wrists). That used sensor is likely to not last very long back there. The P1131 code is usually pretty definitive on pinpointing a worn out sensor.
Just replaced mine last week. $65 at AutoZone for a Bosch. Old one lasted about 50K miles.

New O2 sensor is like bolting horsepower on the engine. I usually get rid of them around 50-60k miles. The Motorcraft one is easier to install on the rear manifold because it's shorter. You will need the crows foot type tool because a socket will not have room for the extension to turn it. Close quarters down there! Get a friend with skinny arms and wrists.

I just used my 7/8" inch Craftsman combo wrench. Extremely tight quarters back there. I had to use a crowbar to hold the megafuse pack out the way towards the firewall so I could get my big ol' hand in there...

When I got a 1131 CEL reading it was cause my wire was cut. Once I spliced the wire together the reading went away. Here is a picture of what I had to deal with. If you follow the wire it goes to my 02 sensor (on the right, 02 sensore wire is red). Make your you have no cut wires.
