Sorry, should have mentioned the procedure is for a 1996 and later model. For a 95, there is only one sensor for each precat (Bank 1 firewall side, and Bank 2 radiator side). Remove the main catalytic converter (under the vehicle closer to the front seats) and if the performance inmproves, you have a plugged main catalytic converter. If not, then you have a plugged pre-catalytic converter.
To test for plugged pre-cat, reinstall main cat, remove Bank 2 (radiator side) sensor. If performance improves, then you have a plugged Bank 2 pre-cat. If not then you have a plugged Bank 1 (firewall side) pre-cat.
You either gut the pre-cats or main cat (if it is plugged) to do it the cheap way. I think NC doesn't have emissions smog test. Or install new pre-cats or a main cat.
