96 with a 2.0 Zetec , STD tranny

Symptoms are -

Slightly rough idle at times
Performance is great under hard acceleration
When in slow moving traffic trying to keep a constant speed (very light application on gas) the motor surges (almost like its hunting)

It makes rush hour driving a pain,it's not excessive but noticable at most speeds but only on very light application of gas pedal.

Changed so far -

New IAC
New MAF
New Plugs
New Air filter
New Fuel Filter

Help! it's getting annoying to the point i hate driving it

One other thing i have noticed now that the weather has turned cold . First thing in the morning th car starts no problem , the rpm's rise to approx 2000 rpm and gradually drop to 1000 and then it sputters to a stall , it restarts with no problem and maybe does it once again and then all is back to the sysptoms described above. It does not do this when the car is warm/hot.

Put a bottle of HEET or fuel stabilizer in the gas tank.

i have been running it on Sunoco 94 and have also tried octance boost/stabilizer but i have the exact same problem.

Any other help is appreciated

Try cleaning the EGR passages.
