There's a weird thing about cars. Sometimes tires rub on one but not the other. Like my escort rubbing with a combo that no other escort has rubbed with. I guess just slight differences in suspension.

Then it seems your problem would be TIRE RUBBING, not "SVTF rims".
Too many people have Focus rims and no problem.
a 225/45/17 will not be identical across the brand realm. I'd say you got a brand with a fatter profile, etc. Not the rims' fault.
Liner came loose.. car suspension is old and drooping, tires are fatter in that brand, or a combination of all of them.

He could also have some plastic fender lining that is out of shape too. Still surprised that the 'tough' tire rubber that can handle being in contact with the pavement wore out on mere plastic. Story sounds funny. I bet there is something else. How close is the strut body to the inside of the rim? Are there or were there spacer that haven't been removed from previous rims? Is it hitting on the outside fender edge at all or not.

I know, for a fact (as anyone else on here does) that the tire will win the fight between it and a fender liner.
Mine all have small ovals eaten in them from the tire having rubbed when I had wider tires placed on the car.
