Hi

CEL went on in the rain. Went to the Zone and pulled these codes

P1131 - Lack of H02s switch- sensor indicates lean.
P1383 Variable Cam Timing Overretarded (bank #1)

Any comments from the experts here ? I'm wondering if its due to the rain or more. I have a new timing belt less than 3K ago and a recent tune up minus the ignition wires.

Did they changed just the timing belt?
Try this thread for some ideas on the P1383.

And try this for P1131. You may just want to clean the connector for the O2 sensor and then duct tape it if it is just water getting in. Good luck.
