It's only expensive in the tourist-laden areas, really. Everything, and I mean EVERYTHING is al-a-carte. I paid something like $28 for a steak, and that's what I got, a steak. The potato cost me an additional $8, salad was another $5 or $6. At that point I took a cue from Rachael Ray (drool...) and "asked the locals" where they ate. Found some good places off the beaten path where I could enjoy a good meal for $15 or so, all inclusive.
I've been during the summer and winter months, and both times I enjoyed great weather, minus the rainstorms.
